Any button on our FOB for our 2007 Jetta Wolfsburg Edition causes the car panic horn to go off for 30 seconds or so. Bought a new FOB but it will not program. Any ideas?

My key fob will lock the doors but will not unlock the doors. It will unlock the hatch but nothing else. When I unlock the door manually the alarm goes off and I have to manually unlock the hatch to get it to shut off. The panic button doesn't work. Any ideas on what is wrong?

Wifey managed to lock up her steering wheel now she can't get the key to turn at all. The wheel is locked. Is there anything I can walk her through? 2009 beetle if it helps. They are towing the car home but since it sounds mechanic I doubt a battery pull is going to work.
