The brakes on my 76 Super Beetle convertible seem to be "sticking". When I come to a gliding stop, it stops like the brakes are slightly on. On a very slight hill, it will not roll. Hard to manually push. Could my brakes be sticking?

Could be bearings too tight or worn out, or if the wheel cylinders are leaking a little, there may be brake dust and fluid mixing to make a sticky solution on the brake shoes. Emergency brake could be adjusted too tight and not releasing all the way.
