NO BOOST. Please help!

So I bought a 2008 6spd Gti a week ago. I knew that it had no boost and I assumed the worst case scenario so I took the turbo off and it turned out the turbo was fine. I noticed before I took the turbo off that the Blow off valve was jbwelded shut and the diverted valve was closed off too. Never see this **** before. That’s kinda why I assumed the turbo was bad but it didn’t make any sense because you can still hear the turbo but there is literally no boost. I wanted to see if someone could help me out. There was a dent on the outlet pipe form the turbo to the inter cooler right where it connects but even if it was leaking it would still make some boost? Please let me know what you think.
