single 32/36 two barrel weber carb on stock motor

I have a rail buggy that i am running a stock 1600 cc motor on and it runs good other when you are driving and it dogs out like drowning in fuel so when I was digging into this problem I was taking off the intake and when I tipped it over about a (1/4 water bottle) of raw fuel fell out, and I was gonna just switch back to the stock carb but the one I had laying around is junk. so I was wondering if anyone knew why this was happing and or if there were any adjustments I am missing on this carb or if there are any quick fixes. Yalls input would most certainly be helpful thank you so much
