Tire noise

I have a 10 year old Rabbit. New tires fitted 2017. After 2018 service incl wheel rotation the drivers side front tire makes a 'thwacking' noise on newly laid or wet pavement - no other time. Wheels have been rotated again and still get the noise. It is not bearings or calipers. Can anyone give me an idea of what might cause this please.​​
