Winter cold starts

I have an 07 rabbit 5sp. In the winter or any time the snowflake shows up on the dash(below 6 degrees Celsius) my car doesn't cold start the same as when its above 6 degrees out. It starts and stays at idle instead of being at 1500 rpms for 15 seconds or so. I've looked all over the place and cant seem to find anything about this. Wondering if that's just how the car is programmed or what. I had this every start last winter and I want to figure it our before winter rolls around this year.
