Also if the car is stationary it will not rev over 3000 rpm is his normal or could it be related to the error problem? Any replies /advice would be gratefully received.
our vws do not allow you to rev the engine into the higher rpms if you are not in gear. it's limited by the computer.

i'm not familiar with that engine, however, it seems that a 3k rpm rev-limit would seem perfectly normal.

now, if you can't rev the engine past 3k rpm while getting up to highway speeds, then yes, it is probably in limp mode to keep the engine from damaging itself.

furthermore, if the vehicle seems to be performing properly on the roads, it may just be an emissions component related issue.
