Revo evom... Its 8 though..how about RVO 3.VOM
 
Ours is a flat $75 or so. Nothing extra per year. The specialty plates like preserve the sound and save the animals and stuff are an extra fee when you renew every two years, I think my mom pays $30 or so for her pet one with a cat and dog on it. She has a vanity plate too, it's her initials, JAMN.
Ours go a little bit like this. theses prices are on top of the $99 yearly registration fee.
Vanity plate: $94 Initial fee then $13 yearly renewal.
Personalized plate: $47 initial fee then $7 yearly renewal.
 
Damn registration here is 30.00 a year for a reg plate add the extra 15 for the personal plate.

In IL they're two different things. A vanity plate is either 1,2,3,4,5,6,or 7 letters or 1-999 for standard plate. Specialty plates vary the number of characters depending on what plate it is.
A personalized plate is a combination of letters and numbers (eg. 1,2,3,4,or 5 letters and 1-99 or 6 letters and 1-9. Numbers must be at the beginning or end and not intermixed with the letters.
I'm really not sure why they feel it necessary to make this process so damned complicated.

Vanity plate = can use all numbers or all letters (eg. BUNNY or 312)

Personalized plate = can use letters and numbers but not intermixed (eg. BUNNY 1 or BUN 212 or 27 BUNNY or 1 RABBIT, etc...).
I know, the rules make my head hurt too :)
